瓮安事发前公安曾拟三万元私了,家属拒绝(图) zz

中国时报其乐义/贵州当局卅日发出通告,把日前在瓮安县的上万群众围堵政府大楼抗议事件,定性为“严重的刑事犯罪活动”,并敦促肇事嫌犯主动投案自首。据消息人士说,到六月卅日中午十二时为止,至少已有三百名示威群众被拘捕。最新消息指出,事发前,公安曾想与死者家属私了,愿以三万元人民币息事宁人,家属断然拒绝,执意要将凶嫌绳之以法。

《博讯》新闻网引述当地消息称,从廿九日上午起,瓮安县出现持枪武警把守各幢政府大楼,同时阻止外来车辆进入县城。据透露,事件中有一人死亡,一百五十多人受伤,部分伤者仍在医院。

烧政府大楼定为严重刑事犯罪

事件起于一名十五岁的李姓女学生,六月下旬遭奸杀被弃尸于河,公安逮捕嫌犯后竟私下放人,廿八日引起死者同校学生的抗议,随后引来万余群众围堵政府大楼,因场面失控而出现烧车捣毁等事件。

《新华社》称,截至昨日上午,事发现场未再发生冲突事件,瓮安县基本恢复秩序。贵州省政府机关报《贵州日报》亦称,“我省依法妥善处置瓮安县‘六.二八’打砸烧突发事件”。

就在事件平息的前夜,瓮安县政府透过媒体发出一份《关于督促犯罪嫌疑人主动投案自首的通告》,称政府办公大楼被烧,“犯罪分子打砸抢烧是严重的刑事犯罪活动,”公安政法机关将全力侦破此案,敦促犯罪嫌疑人主动投案自首。

奥运会逼近中共中央严重关切

按官方说法,李姓死者在河中身亡捞起后,县公安进行调查检验,并做出检验鉴定,但死者家属对鉴定结论不满,怀疑有他杀之嫌。廿八日下午,家属和部分群众到政府大楼陈情,“后被少数不法分子煽动,导致事态扩大。”

由于北京奥运会逼近,瓮安事件引起中共中央政治局常委周永康和公安部部长孟建柱的严重关切。贵州省委根据指示成立处置瓮安“六.二八”事件工作组,瓮安县委则设立事件应急指挥部。武警总部副参谋长薛国强连夜从北京赶往瓮安指导处置工作,防止事态扩大。

公安曾拟三万元私了家属拒绝

最新消息指出,事件发生前,公安曾想与死者家属私了,愿以三万元人民币息事宁人,家属断然拒绝,执意要将凶嫌绳之以法。

据一位自称是死者的同学说,就他了解,引发事件的最大原因,系因民众与警方经过长时间的对峙后,“警察采取了错误行动”,因而引起公愤,关键人物则是贵州省公安厅长姜延虎,要查应先从这位姜厅长查起,而非抗议的群众。

事件定性「严重刑事犯罪」

据明报报道,瓮安县政府昨日透过电视等传媒发出一份《关於督促犯罪嫌疑人主动投案自首的通告》,称在前日下午至昨日凌晨,「我县县委、公安、民政等办公大楼被违法犯罪分子打砸抢烧是严重的刑事犯罪活动,犯罪分子公然挑战政府法律权威,作案十分猖狂,气焰非常嚣张,犯罪分子不计后果,给国家、集体和人民群众财?造成无法估计的巨大损失。」该《通告》还称,公安政法机关将全力侦破此案,敦促犯罪嫌疑人主动投案自首。

官方新华社报道称其为「打砸烧事件」,「一些人煽动不明真相的群众冲击县公安局、县政府和县委大楼」,「少数不法分子趁机打砸办公室,并点火焚烧多间办公室和一些车辆」,贵州省政法委书记、公安厅长崔亚东坐镇指挥处理事件,人群在2时散去,事态没有进一步扩大,市面秩序恢复正常。

据当地消息称,从昨日上午开始,该县县城即有持枪武警把守各幢政府大楼,并阻止外来车辆进入县城。据中国人权民运信息中心透露,事件中有1人死亡,超过150人受伤,部分仍然留医,公安根据录影搜捕参与骚乱的人士,已经拘捕了超过200人。前日的事件起於一名15岁女生的死亡案,家属不满公安局的处理手法,路透社引述一名黄姓公务员说,当地官员原想以3000元与死者家属私了,后加码至3万元,均被拒绝,死者的叔叔请愿被打至重伤,引发民众骚乱。









女学生沉冤 贵州万人火攻县府

台湾联合报的消息称,距北京奥赛一个多月时间,大陆贵州省瓮安县前天下午爆发近年最严重的群众动乱事件。数万群众认为县政府、县公安局包庇、纵放犯罪分子,放火烧毁多辆汽车、烧掉公安局、县政府大楼。当局派出一千五百武警驱散群众,昨天事件已稍见平息,但气氛仍紧张。

官方媒体新华社昨天已证实此事,称一些人因对瓮安县公安局对该县一名女学生死因鉴定结果不满,聚集到县政府和县公安局。有人煽动群众攻击县公安局、县政府和县委大楼。还有人趁机打砸办公室,并点火焚烧多间办公室和一些车辆。

根据网络与外电消息,事发起因是一名瓮安县第三中学六岁女学生参加六月上旬统考时,后面的女考生希望她「罩一下」,但女学生不肯,六月廿一日这名女学生被找出去后,被三名流氓先性侵后杀害,尸体丢在县内的西门河新桥下。

女学生的尸体两天后被发现,但警方调查后,认为死者是投河自尽,没有可疑之处,要求家属赶快收尸埋葬结案。另有一说是,警方有抓到三名嫌疑人,但得知其中有两人后台很硬(据称是县政府高档官员或警官的儿子),且教唆强奸杀人的女生,就是瓮安县县长的侄女,才几个小时就放了嫌犯。    

事情曝光后,死者的叔叔到派出所讨公道,结果被打断脚筋住进瓮安县人民医院(一说已重伤不治)!她的婶婶也被打得牙齿脱落剃了光头关进派出所。死者的父母一直守在西门河桥边,看守冰棺内的女儿尸体已逾一周,迄今无能为力处理!

两所学校五百名学生看不过去,开端拉布条申冤,到县政府找人没有结果,转到公安局,结果被警察持电击棒毒打,愤怒的学生、群众愈聚愈多,一度聚集数万人,学生和群众先把公安局的多辆车全砸了,接着砸毁公安局二楼,最后泼汽油放火烧掉公安局。事态失控,最后包含公安局、县政府、民政局都被焚毁,现场分惨烈,有如西藏暴动翻版。

据报导,此事惊动贵州省政府,切断瓮安县与外界通讯和因特网联络,封锁进出道路,沿路设卡,禁止媒体前往采访,省政府派一名公安厅副厅长率一千五百名武警前往镇压,多次朝天开枪,造成一死、一百五伤,并逮捕二百人。

尽管当地媒体没有报导,但网络上的文章已四处转贴,包含事件起因和当时发生的照片、录像都可在站点上看到。

交通被断绝 民众不准评论

香港苹果日报消息,瓮安事件事态严重, 全县已封锁,为防止记者进入瓮安,现只许出不许进,网上很多消息都被删了。今天在牛场收费站, 许多客车调头, 在福泉滞留许多瓮安客车, 在马场坪高速出口加油站前, 立着一块牌子, 上面写着:¨瓮安方向公路塌方,请绕道行走¨。

由于当地警力不足,无法阻止民众行动, 昨日凌晨当局从周边县市紧急调去1500多名公安武警, 开始武力镇压,并在全城进行大搜捕。

瓮安武警全面驻守 追捕示威者部分商铺停业

来自自由亚洲电台的报道称,据当地居民表示,翁安县电视台星期一上午反复播放“关于敦促犯罪嫌疑人主动投案自首”的通告,要求民众积极拘捕闹事分子,并公布举报热线电话和电子邮箱。本台曾致电举报热线和县公安局,电话始终无法接通。

目前,在街道上,随处可见到武警搜查路人,部分店铺已经停止营业,县政府向政府人员和当地银行下达通知,要求他们不要上街,不要串门。当地一家银行的负责人表示:“满街到处都是武警,单位通知,我们都不能上街的,我们都在家里面。”

目前,大陆除了加派武警控制县城,还禁止记者到现场采访,并严密封锁透过互联网发布的相关消息,从星期天晚上开始,所有与翁安骚乱有关的信息已经被全部删除,只有官方新华社发表的对骚乱事件的报道。

信息中心还表示,李树芬(死者)的叔叔李太和,星期一突然“失踪”,目前已不在医院。据瓮安县人民医院三楼外科住院部的主治医生证实,李太和的伤并没好,也没有办理出院手续。

对于当局如何处理女中学生被杀案,官员表示,他们正在处理,如果是杀人案他们会处理。检察院的官员告诉本台“现在正在处理,等结案以后再说嘛,我们检察院啊,如果罪(名)成立,肯定处理(起诉)嘛。”

骚乱事件惊动北京政府,贵州日报星期一报道说,中共中央政治家常委周永康和公安部长孟建柱做出重要批示,贵州省委成立了“628”事件工作组,而武警总部副参谋长薛国强从北京赶到翁安指导处置工作。

事件发生已有七八天,2008年6月21日晚,王娇娇(音)约同其两个搞铝合金装修的表哥将李淑芬(音)叫出去,将李淑芬轮奸并杀害,抛尸瓮安西门河。晚上11点过钟,李淑芬的哥哥报警,警方到现场后,称没有工具不予打捞。李淑芬的叔叔(瓮安县玉华中学老师)闻讯赶到,在受害者房东家借到楼梯等工具将其遗体捞出。据知情人说,奸杀现场发现卫生纸、避孕套、血迹满地。凶手被抓到后,因为凶手和公安局及政府等部门权力人物的关系一天后即释放。

事后县公安局将受害者的叔叔带走,并要求其承认受害者是由消防队或者警察打捞上来的,其叔叔不同意,双方理论不成,公安局人员将其暴打一顿后赶出来,随后,受害者的叔叔在离公安局不远的地方被社会上流氓用铁棍、秤砣等暴打成重伤(据传是公安局叫社会上的流氓所为),送到医院靠输氧维持至6月29日凌晨三点死亡。李淑芬的姑妈去公安局理论时,被公安局内人员打伤并将其头发剪烂,还不准她给幼儿喂奶。

事情传到受害者的叔叔所在的学校,引发了广大学生的愤怒,他们始进行示威游行,组织到政府讨公道,政府不理,遭到警察驱赶和毒打,将四五个学生打成脑震荡、断腿、断手等重伤。公安局甚至放言,谁敢站出来说话就抓谁,即使把胡锦涛喊来都是这样子。政府部门包庇凶手的这种凶横态度终于激怒了学生,他们于6月28日下午将公安局一楼烧光,砸烂七八辆警车,学生的行动得到了全城百姓的支持和声援,一时间政府门前聚集了上万人,随着全城人民的愤怒不断高涨,晚上学生们将县政府大楼点燃。示威的学生声援的百姓与政府机构的冲突进入对峙状态,6月29日凌晨四五点钟,聚集在县政府前的人们逐渐散去,只还有一小部分学生的时候,警察又开始逞凶,据政府附近居民所见,他们将数十名学生抓来跪在地上死命毒打(据说有人被打死,警察旋即将其拖走),6月29日上午警察封锁通往县政府的所有路口,在封锁过程中开车将一学生撞死。

从6月21日晚上事发到6月29日这几天中,受害者家属在将李淑芬遗体打捞上来后,一直在河边守护,期间,李淑芬的父亲上省政府告状,目前已经失去任何消息,其母亲已经疯掉。公安局和县政府多次施压要求立即将受害者埋葬,目的没有达到。多次有数十人去抢尸、偷尸,也因守护人员奋力守护没有得逞。愤怒的学生、百姓要求上告的签名上万,捐款达七八万元,但被警察抢劫并烧掉。据传州政府曾前去调查,但被县里面半路拦回,当地有记者想曝光此事遭到警察毒打。6月28日县里面还切断了所有通讯,全城无法和外界取得联系。据传省里面有关机构和人员在事发不久即知道这回事,但因省公安厅一副厅长和凶手有亲戚关系,一直将此事压下不准调查。随着事情越来越恶化到几乎无法控制,政府机构调集了各周边县市警察、防暴队、武警(据说还有昆明军区一个师的部队)前往进行*;省里开始有人下去,新华社等媒体开始介入采访。但目前的瓮安县在光天化日之下,依然一片黑暗,6月29日上午政府在公告中对此事的定性为非法集会、“*烧”事件。以此定性,为要求正义、惩治凶手的学生、百姓很多将被冠以反国家、反社会等罪行,一生被打击迫害,学校老师将被冠以教唆不明真相的学生和百姓冲击国家机关等罪行……可怜那些被打死、打伤、打残的学生,他们都是中小学生,十一二岁的大好年华,政府就是用这种行动来为他们树立榜样、认识社会的吗?法律何在?公平正义何在?天理何在?

女生被奸杀 公安包庇凶手 据谢新发和几位民众介绍,受害女生名叫李树芬,今年15岁,老家是玉华乡,从小听话懂事,不仅人长得漂亮,而且勤奋好学,学习成绩很好,人缘也很好,深得同学和老师的喜爱。

上周六(6月21日)傍晚6点左右,李树芬班上有个女同学王骄(音),把李树芬叫出去,当晚李树芬被当地两个社会流氓强奸杀害并抛尸河中 (瓮安县西门河)。当晚11点多,有民众听到有人喊“救命”。12点半左右,王骄打电话给李树芬的哥哥,说她“跳河自杀了”。

李 树芬的哥哥及其他人一起赶到河边后,看见王骄和两个男子站在桥头,而且发现李树芬肚中无水,且事先无任何想要自杀的迹象,于是凌晨2点左右,将三人扭送公 安局。但后来获悉,次日上午10点多,三人已被无条件获释,公安局没有进行任何调查和笔录工作,还声称,受害人是“自杀”身亡。

次日就有人告诉李树芬家人,李树芬是被人强奸后害死推入河中的,警方未作全面尸检,也未作强制措施,对家属提出的全面尸检要求不予理睬。李树芬家人从当地 民众提供的信息中获知,王骄与两名男性凶手,与县公安局、县委领导、省委领导都有关系,因此在被拘押8小时后即获释。 王先生说,“听说凶手后台都很硬,那个王骄好像是县长的侄女。”

政府公安要强行埋尸 受害人家属被打死 本周一,法医鉴定也称是“自杀”,家人不服到县委上访。任职于玉华中学的教师、李树芬的叔叔,被6个便衣公安打成重伤,后医治无效死亡,李 树芬的婶婶也被打成重伤,脸部破相,不省人事。

李树芬的父母一直在西门河桥边的事发地守着那副装着女儿尸体的水晶棺材。

谢新发说,“公安局的还派人去偷尸体,抢尸,要强行下葬,树芬的家人拒绝,都遭到殴打。

县长、公安局长都要强行埋人。现在好多群众守着尸体。

尸体是树芬的家人自己捞起来的,公安局逼迫她家人说是消防队捞起来的。” 他说,“每个人见到都流泪,每个人听到都气愤。” 王先生说,“不仅她的叔叔被打死了,还有其他帮忙申冤的人也有被打死的,现在不知道具体有几个。

还有几十名学生被打成重伤。” 学生、民众义愤烧政府大楼 该惨案引起当地民众义愤,瓮安四所中学学生到公安局请愿。公安局又出动武力镇压,至使学生和一些人民群众焚烧了公安局,掀翻和焚烧公安警车十多辆。公安被围困无法出来,各地警察纷纷调往瓮安县。 刘女士说,“开始一群学生拉着横幅为她申冤,去了政府,没人理睬,后来又去了公安局,公安用电棍打学生,学生和赶来声援的群众就把公安局的十几辆车都砸了,后来又点火烧公安局的办公室。”

参与今天抗暴的民众王先生说,后更多民众加入,至昨日事发,有数万民众聚集在公安局、县政府、民政局前抗议,火烧县公安局、县政府和县委大楼。 王先生说,“县长、公安局长等领导都躲起来了,几百个防暴警也被火烧在公安楼上下不来。政府和公安完全压不住了,最后公安警察都被赶出去了。消防队的来了也被群众围着不让进去。他们这次是见识了老百姓的厉害了。什么叫‘民不畏死,奈何以死惧之’!”

当地政府与黑社会勾结长期横行乡里 据当地民众披露,该县政府、公安局胡作非为,无法无天,长期黑社会伙同欺压乡里,动辄镇压拘捕民众,民众上访无门,怨声载道。

刘女士说,“很多女孩被害,这样的案子,不了了之,没抓住人。有一群跟政府勾结的社会流氓长期作案,很多。” 杨先生说,“矿山贪污的问题,还有水被污染,现在煮饭吃的水都没有。老百姓上访,就被抓。有7个人都被判刑了,说是扰乱社会治安,最重的还判了6年。” 他们说,所以这次不仅是为李树芬讨公道,也是为其他老百姓讨个公道。 他们一再表示,现在没有别的办法,只有请求媒体帮助引起社会关注。

    中共官方的报道放在这里做对比。在一些大网站无法对这一消息发表评论,有些网站连这一官方报道也在出现不久后迅速消失。不过一些blog和论坛上尚有网民自发的讨论。

    贵州省瓮安县发生一起打砸烧事件

    新华社贵州瓮安6月29日电 贵州省瓮安县城28日下午发生一起围攻政府部门的打砸烧事件。

    据当地警方介绍,28日下午,一些人因对瓮安县公安局对该县一名女学生死因鉴定结果不满,聚集到县政府和县公安局。在县政府有关负责人接待过程中,一些人煽动不明真相的群众冲击县公安局、县政府和县委大楼。随后,少数不法分子趁机打砸办公室,并点火焚烧多间办公室和一些车辆。

    事件发生后,贵州省委、省政府主要领导立即指示要求尽快妥善处置。贵州省委常委、政法委书记、公安厅长崔亚东迅速赶至事发现场,指导当地党委、政府处置和平息事件。至29日凌晨2时,围观人员缓慢散去,事态没有进一步扩大,瓮安县城秩序目前已基本恢复正常。(完)

    反抗暴政者总被说成是“少数不法分子”,人民总是“不明真相”的。那就应该展开独立的司法调查看看谁不法,开放媒体和讨论让人们知道真相。然而据说现在瓮安已经封锁,记者无法进入。是谁在掩盖真相?

    以后这种事不会以五毛的歌功颂德而消失,只会越来越多。
    从此次郑州越野车事故可以看出报道中并未说车是政府背景车辆,但是很多人主观臆断是政府车辆。这个说明政府的信用度现在基本已成负值。这种情况下网络评论员是无法主导舆论和人心方向的。

    中國大陸貴州省甕安縣昨天下午發生萬人騷亂事件,一名十五歲女學生疑遭強姦後致死,死者家屬和同學不滿警方未經全面屍檢就放走嫌犯,與警方爆發衝突。有消息說,公安開槍打死一人。

    香港「明報」引述死者的乾爹謝新發表示,死者是中學生李樹菲,本月下旬在縣城河邊被兩名當地無業青年強姦後掐死並拋屍河中,當地公安局逮捕嫌犯後次日就將他們放走。

    謝新發說,死者家屬到公安局要求全面屍檢並調查詳細死因,卻遭到毆打,死者的叔叔被打成精神失常,送醫後不治。死者幾名同學昨天下午到公安局拉起橫幅請願,隨後不斷有民眾加入,共有數萬人。

    一名當地網友在部落格上指出,公安大樓被上千名學生佔據,挾持大樓裡的所有警察,並放火燒公安大樓門前十幾輛執法車輛,公安大樓裡一到三層樓全部燒毀,四處狼藉。上百名學生還將其中一輛警車抬到公安大廳當場燒毀,並引發爆炸。

    網友說,警察放出催淚彈,但未能阻止學生。此時消防車趕到準備救火,學生用斧頭當場砸壞水龍頭,打傷消防人員不准他們救火。

    據網上照片顯示,公安大樓玻璃被砸爛,樓下車輛被焚燒,現場濃煙滾滾。

    有網友說,嫌犯之一是公安領導人的兒子,並稱此前已有多名女生死在河中,公安也未徹查。

    現場消息說,甕安縣政法委書記、公安局政委羅來平曾用擴音器在政府大樓前喊話,要求人群離去,執勤武警一度與民眾發生推撞,公安開槍打死一人,事態持續到夜晚仍未平息,當局要從外地增派武警。

    新華社今天稍早報導了這起事件,但是語焉不詳,沒有說明女學生的死因以及民眾為何不滿,只說到今天凌晨二時,圍觀人員漸漸散去,事態沒有進一步擴大,目前甕安縣城秩序基本恢復正常。

    中央政府应该借该案杀一儆百,严厉执法,一方面平民愤,一方面打击地方黑势力,凡关说者一律撤职,与黑势力勾结者,一律查办,进行广泛的民意调查,在该地区进行政治改革的试点。扶助被黑势力打下去的清官,建立地方监督体系和清明政治。并追踪监管,总结经验不断改进,为中国的政治改革走出一条路。

    中国已经开放了她的大门,没有回头路可走了,在信息发达社会,外面世界在人心中的影响不容忽视!中国老百姓拥有良好的教育和共产党革命传统的教育,贪官污吏和上行下效、官匪勾结等种种社会乱象在人心中已经留下许多的积淀,地方政府和官员在百姓心目中的形象尽人皆知!吏治不改,这样的事件以后会层出不穷。

    胡温和决策高层应该对这一情形有清醒的认识,相信大多数群众是理智的,变民气可畏为民气可用,大胆开放媒体和网络信息,给已经趋向反动的、表面保守实为既得利益者集团增加压力,适时推动政治体制改革和真正的民主法制制度!

    人民会谅解和感谢你们的!但是,历史留给中国政改顺利实施的时间已经不多了。

    此类事件年年有,但当局始终没有魄力将其转化为改革的动力(只有孙志刚案稍稍做了一些姿态)。此事件中,引发事端的案情本身能得到认真对待不被压死已算是好结果。别忘了,当年扑朔迷离的湖北襄樊高莺莺案和漏洞百出的湖南女教师黄静案,最终都办成了无人领罪的铁案。

                  事件起因:因中学生李某与同学A不和,A于是纠集男孩B和另一名女生C强行将李某带出学校之后下落不明,后抛尸于城西的西门河,后经举报,派出所很容易的将ABC抓获,并移交给GAJ,AB在被抓时嚣张的说,随你们抓,二天以后我还会出来的,之所以敢这么说,是因为AB的父母均在县公安局州公安局有重要后台(传的,真实性8成)。二天后,ABC均以证据不足被放出,死者家属强烈不满,由于家境贫穷,只能找到在中学教书的死者二叔这个“知识份子”,后死者二叔到公安局进行询问,结果被打成重伤,并于28日下午不幸逝世,他的死引起起来了第三中学的全体学生的愤怒,上千学生举横幅与死者家属一起在县政府大楼前示威,要求严查凶手,县政府以此事归公安局处理为由,强行命令武警驱散学生与示威者,后双方发生激烈争吵,最后发生打斗,注意,打斗的对象是13岁左右的学生,围观的群众出于愤怒,大部份加入了打斗,上百武警被打散,骚乱升级,到28日晚,3万左右的群众和学生先是打砸了新建成的公安局大楼(很漂亮的),后焚烧(只烧了一楼),随后打砸了县政府大楼后面的纪委楼,后焚烧(共二层全烧掉了),并将公安局,县政府的车库的至少30多辆车多部砸烂,烧毁。到凌晨,将县政府大楼(主6层)全部砸毁,烧至2楼,在这之前,公安局以尸检为名对死者遗体进行破坏,据知情医生透露,死者内脏已全部掏空(未证实),众多的同情者当即向死者家属捐款,支持家属向省公安厅报案,县公安局相关人员在得知这一消息后,逼着死者家属当场将4W多人民币烧毁,此举进一步激怒了全县人民,28日晚约5W人参加了骚乱,至今日清晨,我父母亲见省军分区的部份从家门口经过,甚至看到了火炮(我父原是民兵,炮应该还是认得的)。今日的情况会在晚些时候向家里证实后再更新,

                  县政府周围一公里全部用军队围成人墙,无法得知具体情况,军队人数较多,无法估计数量,全城戒严,最新统计,县公安局大楼接近报废,县政府大楼接近报废,车辆报废30多辆,局势在军队的控制之中,死者方现在的要求是政府缉拿凶手,只要能给一个满意的答复即可,但死者家属及全村大部份人员仍集中在发现死者的地方西门河,包括另一个死者,其二叔,据估计,如果在今天没有一个明确的官方态度,今天晚上将有更多规模的骚乱。持续观注中

      处理方法: 1、一周后电视上播出一个视频,展示暴徒是如何掀翻警车、砸毁政府办公室和放火烧公安局办公楼的,肯定有特写镜头,如一个青年手拿一根铁棍什么的; 2、发布公告,要求参与打砸烧的人员于5天之内到公安部门自首,否则从严惩处; 3、再过两天,播出当地市民声讨暴徒、渴望安定的现场采访; 4、播出一些不明真相参与打砸烧的自首人员痛哭流涕悔过的画面; 5、对一些因保护国家财物和打砸烧人员博斗而受伤的警察给以奖励。

SOME POINTS FOR THE CAUTIOUS BUYER:

You must understand what you are buying and you must be very careful not to pay too much. One major key to price is gross sales. In fact, it is fair to say that a 10% misrepresentation as to gross sales can impact the overall value of a coin laundry business by some 20%, and maybe considerably more; therefore, you must ask the right questions, and be able to assess the accuracy of the answers.

Coin-laundries may appear straight-forward; that is part of their appeal to investors - but they are not transparent - they lend themselves well to fraud and significant omission. Therefore, seller representations - especially those as to gross revenue must be verified by independent means. “Financial Statements” are representations of the seller - they are not independent means.

One means of verifying the gross receipts of coin operated laundries is comparison of the owner's claims to the water and fuel usage of the business.

More information on the analysis of water usage is available from me, but you must remember that constantly leaking water will affect the accuracy of the analysis. Therefore, you must be alert for water leaks. Choose a time when there is no washing machine activity and check the waste-line outflow to ascertain that water is not leaking through the machines. As most front-loading washing machines sit idle with the dump-valve open, any water leaking into the machine (due to a defective water-valve) will pass undetected through the machine and into the waste-line.

A more reliable, but more complex, alternative to water bill analysis is analysis of fuel usage. It is more complex because it involves more variables, but more reliable for two reasons: firstly, as fuel is never permitted to leak, one need not allow for leakage; secondly, as fuel is far more expensive than water, willful distortions are cost prohibitive to effect. When advising a purchaser as to the potential gross sales of a laundrymat, I rely heavily upon analysis of fuel consumption.

Be alert to seasonal weather changes when evaluating a coin operated laundry. Both the first week of warm weather in the Spring, and the first week of cold weather in the Fall can excite a 10% to 20% increase in coin laundry business.

DON’T PAY TOO MUCH:

This site generates a fair amount of email response. With alarming regularity I receive emails from desperate people who are seeking my help. Typically, they had a lifelong dream to be in business. Then someone died and left them a little money, or they retired and received an associated sum of money. Then they purchased a laundermat without knowing how to figure out what it was worth* and they paid too much; after they make their note payments and pay their expenses, there’s no money left - no return on their investment – and frequently worse. I’m sorry, but the time to correctly evaluate what the business was worth was before it was purchased. Usually, it’s too late for me to be able to help.

*People are frequently misled (usually by self-serving business brokers)  to rely on incorrect valuation "formulas" that are based solely upon or overweigh the value of gross or net revenues, while overlooking or under-weighing other important factors.

YOU NEED A COIN LAUNDRY EXPERT:

In the evaluation of any business, competent assessment of risk versus reward is not possible until all significant issues have been identified and accurately analyzed. Laundry mats are no different; however, it’s difficult for newcomers to get the help they really need - certainly, neither the seller, nor the broker, will point out any problems with the business. The average lawyer is no help- their only job is to get you what you are paying for- not to reach the issue of whether or not you are paying too much. An accountant’s evaluation is only as reliable as the accurate information you can present him or her with. In fact, I recently represented an accountant who had made a careful analysis of a coin-op laundry business based upon information given him by the seller; after reviewing his analysis with me (I identified two significant misrepresentations), he drastically revised what he was willing to pay for the store.

WASHING MACHINE FUNDAMENTALS:

The water saving potential of a “front-loading” washing machine is best demonstrated by the following example: Consider a cup full of water and you have an example of a “top-loader” (vertical axis washing-machine). Consider a cup that is one-half full, visualize it on its side with a lid on it and you have an example of a “front-loader” (horizontal axis washing-machine).

“Front-loaders” offer two advantages over “top-loaders”: as per the preceding cup analogy, they use less water (especially hot-water) and they offer washing action that is superior to the "agitation" of “top-loaders”. In a properly loaded “front-loader” laundry is carried to the top of the tub, from which it falls and thuds to the bottom of the tub. The greater the tub diameter, the further the fall, the harder the thud, the better the washing action.

A disadvantage of “front-loaders” is that they spin less water from the clothes. This, as it is easier to spin a load on the vertical axis than on the horizontal. The average “top-loader” will get up to 600 RPM on spin-out. As “top-loaders” develop ten to twenty percent more spin-out speed than “front-loaders”, they develop more centrifugal force, thus forcing more water from the clothes.

Because all of the tub weight (including the water and the laundry) is supported solely by bearings at the rear of the tub, “front-loaders” are three or four times more expensive to manufacture (and therefore to purchase) than “top-loaders”.

DRYING FUNDAMENTALS:

Due to the cost of fuel, drying is the less profitable side of a coin-laundry operation. Depending on variables such as the types of washing machines, as discussed above, and the presence of extractors, as discussed below, revenue from dryers will normally total about 30% to 40% of coin revenue.

Laundry-mat dryers are configured to utilize one of three different heat sources: steam, electric, or gas (natural gas or propane). Gas is by far the most common configuration.

As to gas dryers, there are two basically different configurations. The distinction is based upon the flow of hot air to the laundry (vertical vs. horizontal). In a vertical airflow dryer, the stove (where the flame burns) is located above the tumbler. Hot air is then forced down over the laundry (absorbing moisture from the laundry) and is expelled.

In a horizontal or “axial” airflow configuration (frequently associated with “stack” or one on top of the other dryers) the stove is located below the tumbler and the hot air is forced across the axis of the tumbler (usually back to front). Compared to an equivalent capacity vertical unit, “axial” airflow dryers are more energy efficient*. However, as the rate of airflow to the clothes is usually reduced by some 20% (when compared to an equivalent capacity vertical unit), the “axial” units take longer to dry

  *This because two sources of inefficiency associated with vertical configuration dryers are mitigated in the “axial” configuration: Firstly, although vertical units are designed to labor against heated air’s natural tendency to rise, the above the tumbler placement of the stove does permit some heat to escape through the top of the unit. Secondly, due to cross-flow against the tumbler (rather than with it – as in “axial” units), some heated air blows-by the tumbler, rather than passing through it (and the laundry).

Stay away from dryers that re-circulate warm air. They save fuel, but dry slowly and will be a source of dissatisfaction to your coin-laundry customers.

EXTRACTORS:

A coin-laundry extractor is a free-standing centrifuge that can squeeze water from laundry by spinning it at great speeds. Some models can attain speeds of over 1500 RPM. If heavy items such as towels or dungarees are squeezed in an extractor before being placed into a dryer, drying time can be cut by one-half. As reduced drying time translates to a need for fewer dryers, extractors are a common sight in laundromats located in New York City, where real estate (and therefore rental space for dryers) is very expensive. Here follow some points on extractors:

They must be loaded properly (otherwise, items can spin out of the basket). Accordingly, their introduction requires a commitment to doing customer orientation and training in their use.

There are two basic types of extractor: direct-drive and indirect-drive. Indirect drive units have a transmission and friction resistance braking system; they are considerably more maintenance intensive than direct-drive models, which have a three-phase electric motor directly driving the basket - and by reversing electrical polarity, direct-drive models brake using electrical energy rather than friction resistance.

Extractors are inherently dangerous (a heavy steel basket spinning at tremendous speeds). Although recent models incorporate several safety features (directed mostly at insuring that the lid properly closes and remains closed during operation), extractors have, at least in the past, been a source of serious injury and considerable litigation.

LEASE:

If you lose your lease, it is very expensive to set-up in a new location: machine pad construction (far more expensive if there is a basement); sufficient gas supply for dryers; lawful waste-water egress; plumbing (including sufficient water supply); three-phase and single-phase electrical layouts; dryer venting system; flooring, ceiling, and counter space. Accordingly, laundermats need to have a long and easily assignable lease.

文艺女青年使用指南
  
文艺女青年,是最近经常被提起的一个人群,其热度直逼当年的“小资”风潮。由于最近出版业,电影产业的蓬勃发展,这个群体有着越来越扩大的趋势。很多地方总结文艺女青年的特征为:文艺腔,花裙子,帆布鞋,豆瓣网,indie音乐等等,窃以为只抓住了表象,而没有作深入本质的分析,下面,为了帮助广大仰慕,喜爱,热爱文艺女青年的男性同胞有的放矢少走弯路,我们开始讲这门课——文艺女青年使用指南,先讲定义,再说定律,掌握了这些,你就会懂得如何稳准狠地拿下众多文艺女青年。
  
  
————————第一课:文艺女青年的定义——————
 
首先,我们要对文艺女青年做一个定义,这样才能把我们的研究对象从芸芸众生中分隔出来,做更深入的分析:
 
定义:我们一般把受到过比较好的教育的,有相当人生经历的,对于性爱和爱情有着相同并且很大兴趣的,非常关注一种叫:“感觉”的东西,并时常能从恋爱,做爱,以及文学作品,电影,音乐欣赏和创作中找到这种东西的女青年,称为文艺女青年。
 
从定义中我们可以看出,文艺女青年首先是知识女青年,她们有着相对大众较好的知识累积,她们不用从事比较繁重的下层劳动,或者比较机械的重复工作,这决定了她们的思考性,她们决不是呆头呆脑的笨头鹅,但是,她们的思考方式和我们理科生,尤其是理科男性有着本质区别,这点我们在之后的讲解中会提到。
 
她们虽然外表可爱,有一些还会娇憨可人,或者是嗲声嗲气,但是她们的本质是绝对不可能是不谙世事的小女孩的。也许单纯的生活是她们所追求的目标,但是她们的生活和思想状态绝对不能用单纯来形容,这也展现了文艺女青年的矛盾面,其实矛盾也是普遍存在于这类人之中的,她们一般会喜欢用“纠结”这个词来形容,这个问题在后面的研究中我们也会讨论到。
 
文艺女青年是爱情动物,她们中的一部分也是外貌协会成员或者是身体主义者,其实大部分的女青年也是爱情动物,在这里我主要是为了把这个群体和某些事业型女性和女强人区分开来,那些人是把工作和事业放到前面的。文艺女青年对于爱情和情爱的追求往往是纯粹的,没有任何附加条件的,这是一种脱离了低级趣味的爱情,虽然高尚,但是对于我们广大男性同胞,是一种更加难以把握的东西。
 
最后,我们要认识到,“感觉”是文艺女青年的本质属性,是她们文艺腔的来源,是她们追求在大众看来标新立异的生活方式的本因。虽然我不能清楚的描述出这种“感觉”,但是我们可以通过两个对比来说明如何分辨文艺女青年。首先,她们追求的感觉和物质化的拜金女不同,她们所要的感觉是自己的感觉,而非外界的评价或者肯定,拜金女追求的是物质上的和精神上的虚荣,文艺女青年的追求更多的是自己的自我表现,和一些文艺女青年群体中的认同,这种认同和自我实现比较起来又微乎其微。同样的通过这点我们也可以分辨真正的文艺女青年和附庸风雅的伪文艺女青年。 
 
在这里还要补充一点,其实每个人都是多样化的,完全纯粹的文艺女青年是不存在的,但是带有着这种气质的人在生活中还是很常见的,所以我们要活学活用,通过某些女人的外在表现来看穿她们的内心本质属性,以达到无往不利的境界。

———第二课:文艺女青年的特征——————
  
在我们能成功的从人群中辨别出文艺女青年之后,我们还要更进一步的来了解一些她们的表象,来帮助我们在文艺女青年心目中建立起美好的想象,来达到我们不可告人的目的。首先我们来看一看文艺女青年平时的状态,很多人这样来形容她们:
 
1.她们不合时宜又紧跟时代;她们使人怜爱又令人望而却步。她们彼此惺惺相惜仿佛又自成一系。
 
2.她们怀着爱与恐惧,悲伤与希望,接纳与排斥,理性与感性漫步或狂奔于昼与夜、醒与梦之间的某个真实又神秘、边缘又大众、公开又隐秘的地带。一道迷离而清新的风景线。
 
3.她们懂得享受生活,却不懂得如何生活;她们憧憬浪漫伟大的爱情,身边却净是些性伙伴;她们外表所流露出的高傲,源于烂入骨髓的自卑;她们总是沉浸在自己的世界幻想,却又活得比谁都现实。 
 
根据最近认识的某文艺小盆U的自白,她认为文艺女青年总是认为自己的人生经历一半明媚,一半忧伤,一面念念不忘所谓的昨日忧伤,一面还对未来幸福有憧憬。这些例子可以清楚的表明她们处于一种深深的自我矛盾之中,而她们的感性思考是不足以带她们走出这种思考的死循环的,因为很多时候她们思考的假设就是虚无的,不成立的,哪么得出的结果当然没有任何现实意义。她们把这种情绪,或者是“感觉”,叫做“纠结”,并且乐此不疲。

———————第三课:文艺女青年三大定律——————————
 
文艺女青年第一定律(Artistic Female Youth First Law):一切文艺女青年,总是保持纠结别人或自己纠结的状态,直到有外力迫使她改变她的文艺女青年属性为止。这个定律可以简写为:纠结者恒纠结。这个定律也可以称为:“纠结定律”
 
这个定律说明,纠结是她们的固有属性,所以我们绝对不能妄想去改变她们的纠结状态,就好像你我只能去认识自然规律,而不能去改变自然规律一样。认识到这个规律之后,我们要做的是,陪她们纠结,让她们更纠结。保持一种舍不得,放不开的距离,会让她们得到那种纠结的状态而文艺起来,或者暧昧之中营造一种“想要,你就说嘛,你不说我怎么知道你想要呢”的气氛,会达到两人纠结在一起的终极纠结。在这里我还要声明一点,前提是她们要愿意为你而纠结,如果你还没能成功捕获某文艺女青年的目光,那就洗洗睡吧,这帮女青年可是毁人不倦的。 
 
很多人会认为这套使纠结者恒纠结的理论很混蛋,但是呢,追姑娘就是要投其所好,正如你追的姑娘是喜欢成绩好的,你就不能每天拿把吉他去她楼下唱我只在乎你,而要天天带她去自习,顺便自己也得考个班级前几名的。如果你要追的姑娘是喜欢LV和Gucci的,你费尽心机送她一个一人来高的猩猩那就扯淡了。在这里,文艺女青年们喜欢的就是暧昧的浪漫或者是无奈的深情,所以,我们的战术是绝对没有任何的道德问题的。想当年李敖大师年轻的时候,写出那首《只爱一点点》。“不爱那么多, 只爱一点点, 别人眉来又眼去,我只偷看你一眼。”其实那时候丫还在牢里蹲着呢,就靠这个搞定了知名文艺女青年胡茵梦。当然我们不用都跟李敖比才华,但是呢,找们要认识到用这样的手段是可以奏效的就可以了。
 
文艺女青年第二定律(Artistic Female Youth Second Law):非lesbian的文艺女青年对于男人的兴趣要远远超出男人的想象,但是好感主要来源于她自己的想象,而非男人本身。
 
首先我们要注意到,文艺女青年是对男人有着强烈兴趣的,虽然很多时候她们对男人表现为高傲或者冷淡,那基本是她们自认为小众所决定的,其实她们的文艺表象是来源于她们对于爱情这种千百年来催生了无数伟大文学作品,近年来催生了无数流行歌曲,无数煽情韩剧,无数网络柔情小文的渴望。除去一小部分喜欢同性的文艺女青年,可以这样认为,对于男人和男人的爱情的渴望是她们的关键罩门所在。但是,我们男性也不要高兴的太早了,由于第一定律的普遍存在性,她们对于固定男人的好感判定非常的不确定,呈现经常性的无规律摆动,如果以她们对于某固定男性的感觉为y轴(好感为正,恶感为负),以时间为x轴(由于广义相对论,时间可以为负,但是我们只考虑时间为正的情况)建立坐标系,我们可以大概的得出,这图像根本不可能有规律可循,比较可能出现的情况是早上三变,晚上四变,是为朝三暮四。
 
认识到这点规律的实际意义是,不要被某些不热情,不奔放的文艺女青年的小众孤芳自赏的外表吓退,其实她们内心是充满对于男人的需求和向往的,正所谓:“哪个女人不怀春,哪个男人不好色。”当然,她们是不会承认这一点的,她们只会承认的是对于纯粹爱情的向往。我们的处理方法是,yep, Whatever, Just do it!
 
文艺女青年第三定律(Artistic Female Youth Third Law): 文艺是相对的,女青年是绝对的。 
 
很多人看到这的时候估计会发出这样的感想,这些特点不是一般女青年也会有么?其实是的,文艺只是表象,女青年才是本质。我们所追求的不也是女青年么,我们也不能抱着维纳斯雕像过一辈子啊。文艺只是一种爱好或者是生活方式,文艺只不过把女青年都具有的敏感,细腻,感性等等特性做了相对放大。所以,文艺女青年也是女青年,总有一天,她们会转变自己的属性,走向人生的另一个阶段——贤妻良母,或者是勾引小男生的怪阿姨,或者是成熟的事业女性。那时,当她们回首文艺的岁月,会把之前的一个个悲伤或快乐的感情故事总结为正确(错误)的时间遇到错误(正确)的人,我们男性也不要为自己的失败而懊恼,因为,我们至少在某个文艺女青年心中的某段鲜为人知的故事里永垂不朽了。

商务周刊:人民币升值却失去购买力的秘密 zz

不断升值但购买力却不断下降的人民币,是关乎中国经济乃至中国主权竞争力的大问题。美国人显然比中国人更明白并谙熟这一点。  

940余天,人民币终于“破七”。一切就像太平洋上慢慢聚集的热空气,在辽阔宁静的大海上空耸立出壮观的风暴云层。现在,唯一确定的是风暴即将到来,至于它带来的是一场小型降雨还是台风“浣熊”,只有天知道。

4月10日,人民币汇价牌翻新为1美元兑换6.992元人民币,“破七”成为当天全世界引人注目的财经事件。而且最关键的一点,进入2008年,“蜗牛”突然变成了“骏马”,今年前3个月人民币超过4%的升值积累,占了33个月以来全部15%升值幅度的近三分之一。人民币升值步伐的急迫,强烈动摇着“主动性、渐进性和可控性”的官方汇管三原则。

失去购买力的升值

现在,最现实的问题是,人民币升值带来不多的购买力提高,大部分都沉没于全球性通货膨胀和资源品价格持续暴涨浪潮之中。从国际大宗商品来看,人民币目前的购买力相比汇改前不升反降。

2005年7月“汇改”启动前夕,国际原油价格每桶60美元左右,折合当时8.28∶1的汇率水平大约是500元人民币;人民币“破七”时,国际油价涨至112美元/桶,按6.992∶1计算,折合人民币783元;国际金价更令人沮丧。汇改前是450美元/盎司,当时折合人民币是3700元人民币;目前国际金价是934美元/盎司,折合人民币约6530元。

也就是说,人民币升值15%,在国际市场上的原油购买力却下降了1/3左右,黄金购买力下降了40%以上。国际铁矿石和其他大部分原材料市场中,人民币购买力的下降同样惊人。

令人担心的还包括全球第一的中国外汇储备。2005年7月,中国的外汇储备大约在7200亿美元左右,按照当时的价格,可以购买120亿桶原油或16亿盎司黄金。而今年一季度末外汇储备已上升到了1.65万亿美元,却只能购买150亿桶原油或17.7亿盎司黄金。

人民币升值带来的担忧还不仅仅是简单的汇率和金融政策,更深意义上讲,它意味着一次经济和社会的大调整,有着深远的社会后果。

美国国际贸易学权威、《萧条经济学的回归》著者保罗·克鲁格曼有一句经典论断:“许多发展中国家面临的重要问题是没有足够的就业机会。”对面临大规模城市化的人口第一大国中国而言,充分就业更是关系国家命运前途的大事。虽然中长期而言,人民币升值意味着就业可以从贸易向非贸易部门转移,进而促进经济结构转变。但一个主要问题是,就业如何转移?如果调整引起就业下降,就不只是汇率问题,而是关系社会稳定的政治问题了。

特别是,升值后,东部地区和贸易部门的发展如果受到负面影响,而同时由于缺乏一系列的经济结构转变和政策扶持,中西部地区和非贸易部门未能取得相应发展,中国经济将遭到巨大损失。

虽然过去30年里中国GDP平均增长率达到9.7%的高水平,但仍然有必要保持与此接近的高增长以创造足够的就业机会。目前推动中国经济增长的几大因素包括出口、投资和工业化进程等,如果升值后对出口和投资等产生消极影响,经济能否继续保持高速增长,将会是一个巨大疑问。

当然,最重要的是人民币升值对金融系统的冲击和影响,这关系到改革的进程。一些学者警告说,升值如果控制不好,将使中国脆弱的银行系统遭到巨大打击,其后果可能甚于亚洲金融危机。而且,由于目前货币冲击带来的金融危机以及金融机构破产的损失实际上是由国家完全承担,因此一旦发生货币危机,其后果将可能不只是金融危机,而是一场国家信用危机,甚至可能演化为政治危机。

“老子当时真不想认输”

“人民币对美元的持续快速升值,实际上是美元贬值速度太快。”中国社会科学院金融研究所研究员曹红辉告诉《商务周刊》,基于美国在国际市场中的主导地位,人民币的大幅升值,主导权事实上是在美国。这位美国金融学大师麦金农的中国弟子暗示,历史可能已经在重演。

在自己的回忆录里,前日本首相宫泽喜一提起“广场协议”时咬着牙愤愤地说,“老子当时真不想认输。”时任日本大藏相的他无法忘记,1985年9月22日,在美国纽约中央公园对面的广场饭店,G5财政部长和中央银行总裁汇集在这里,举行了美国主导下战后世界货币金融史上具有里程碑意义的会议。

一贯有“货币黑帮”之称的G5财长会议历来是拉上窗帘开会,这次竟然破天荒邀请世界各地媒体公开采访。事实上,会议仅用了20分钟就一致通过了由美国起草的“共同声明”:使强势美元变成弱势美元;采取政策协调解决贸易收支失衡问题;反对贸易保护主义。

美国方面希望各国中央银行从外汇储备中动用180亿美元,使美元在不远的将来贬值10%—12%。就日元而言,美国的目标是使当时1美元兑242日元的汇率上升到1美元兑200日元的水平。主要发达国家联合行动起来对外汇市场史无前例的大规模干预,使得美国所期待的“不远的将来美元贬值12%”的目标,仅在两个月后就得以实现。

从1985年的“广场协议”到日本经济泡沫鼎盛时期的1989年,四年间,日元对美元的汇率上升了104%。采访中,亲身经历和研究过这段历史内幕的日立公司政府事务和市场战略部总经理蔡林海告诉《商务周刊》: “尽管升值出发点是担心美国大幅贸易逆差和日本大幅贸易顺差表现出来的贸易失衡会威胁到世界经济的稳定发展,但实际上日本的贸易顺差不降反升,从1985年的553亿日元到1992年突破1000亿日元,特别是1991—1995年日元对美元升值到80∶1的情况下,日本对美顺差又创下了历史新高。”

这个时刻,日本开始感觉“上当”了。1987年美元对日元汇率上升到1∶150时,日本经济界被一片恐慌笼罩。日本国会代表团赶往华盛顿拜会美国财长贝克,恳请美方配合日本把日元兑美元的汇率控制在1美元兑180日元的范围。

此时,“得了便宜还要卖乖”的贝克尖锐地回应道:“汇率的水准应由市场来决定。市场上日元升值了,是因为日本政府在扩大内需上还不够努力。你们应该回日本要求自己的政府迅速地采取措施扩大内需。”其意思很露骨:要扭转美日贸易失衡的状况,不是要美国改变经济政策,而应该改变日本的制度。

领到华盛顿“旨意”后,以日本中央银行前总裁前川为首的政策班子起草了一份促进日本从外需主导型经济转变为内需主导型经济的“前川报告”,具体而言有五大要点:扩大内需;转换产业结构;扩大进口并改善市场准入环境;加快金融自由化和国际化; 采取积极的财政金融政策。

随着“前川报告”的出台,日本为实现减少贸易顺差和扩大内需的政策目标,开始实施扩张性的财政和一系列金融宽松措施。由此导致日本货币供应量的增速大幅度上升,由1980年代初的8%上升到12%—13%的水平。结果日本出现了“流动性过剩”,这一局面为日后的日本经济泡沫化创造了宏观环境。

蔡林海认为,最值得注意的是日本在美国压力下展开的金融自由化。1980年代初,欧美银行在日本开设分行要受到日本金融管制的严格限制,没有一家外国证券公司能够成为东京证券交易所的会员,摩根斯坦利、所罗门兄弟和高盛等美国大型投资银行甚至只能通过香港市场才能和日本做交易。

在美国逼迫日本开发金融市场、实施金融自由化的过程中,活跃于纽约和伦敦市场的资金运作专家们急切地希望在日本金融市场中瓜分到大餐。蔡林海介绍说,在美国压力下,封闭保守的日本金融资本市场被打开了一个缺口,随后犹如“大坝决堤一般,洪水立即横流起来”。欧美投资银行和新入门的日本金融机构,甚至包括一些日本企业,都借日元升值、金融自由化的“良机”,争先恐后投入到投机炒作的游戏中来。

披着经济“外衣”的政治武器

“如果把‘广场协议’的主角换成中国,美国当时采取的一系列逼迫手段与现在对付中国的措施如出一辙。”国内一位知名汇率分析专家告诉《商务周刊》,唯一不同的是这些措施的效果,“33个月里,当初的日本升值了90%,我们是18%。尽管目前幅度只是日本的1/5,但所走的道路是相同的。”

在他看来,当前美国对人民币的做法是15年前要求韩元升值和自由化,以及上述日元故事的翻版。“所谓升值,完全是披着经济‘外衣’的政治‘武器’。”他说。

中国社科院亚太研究所研究员张宇燕仔细研究了本世纪开始以来美国对人民币升值施加压力的全部过程,发现美国政府自身对人民币的态度取决于美国的宏观经济走势和就业,以及它们与贸易逆差及美元汇率之间的关系。

他总结说:“如果美国政府认为贸易逆差可以持续、可以继续保持强势美元而不至于影响经济增长,它对人民币的压力就相对较小;反之,则人民币会成为一个主要的受攻击目标。”

在有关贸易逆差的问题上,经济学家基本上同意是由于美国国内消费大于投资、政府开支过大造成的。因此政府有必要削减开支,实行紧缩的宏观经济政策以减少需求,但这种会导致美国经济增长放慢的做法,并不符合美国的全球扩张利益。于是,一个简单的方法就出现了——汇率贬值。

美国国际经济研究所(IIE)的研究认为,为使美国逆差达到可持续的水平,美元至少需要贬值25%。2002—2004年,美元对欧元贬值了32%,对日元贬值了14%。根据IIE的研究,美元还需要继续贬值。但是随着欧元升值,其出口成本不断增加,市场竞争力被削弱,所以欧洲对美国的反抗也越来越多。欧美竞争的结果使美元把货币贬值的矛头指向了亚洲货币,尤其是人民币。

张宇燕说,这不仅因为中国是美国最大的贸易顺差国,更重要的是随着中国在东亚的竞争力日益增强,同时亚洲经济越来越变得一体化,“如果人民币不升值,其他货币也难以升值”。

在这一点上,美国人自己看得更清楚。凯托研究所(CATO)的经济学家杰拉尔德在其文章《中国对美国的贸易保护说不》中指出,世界上不只是中国钉住美元,很多国家也钉住美元或实行美元化,但他们并没有被指责为不正当竞争。他写到:“美国政府的目的是要从政治上使人民币升值,从而削弱中国产品出口美国的竞争力。”

不过,杰拉尔德只讲了一半的真相。某国内大型银行驻伦敦金融城的外汇交易主管在与《商务周刊》的交流时,说出了真相的另一半。国际市场接受的某种货币汇率,实际上是一国经济竞争实力的体现。在一国经济实力上升时,其货币被人为地推动升值,其效果等同于提高其竞争成本,进而削弱该国的竞争力,同时也消耗或减缓了该国财富积累的速度和能力,最终的后果是国家整体实力的停滞,比如日本“失去的十年”。

在他看来:“逼迫人民币升值的全部秘密,就在于通过抑制出口来遏制中国财富积累的能力,削弱中国国力,以维护美元霸权,也就是美国霸权的继续。货币的确是一张纸,但这张纸是否能让你走遍天下,后面有着激烈的主权竞争。”

  自从习近平一年前的春天坐进上海市委书记的交椅,半年后又更上一层楼成为中国决策圈的第六把手、未来中国的首席接班人,对于习近平的剖析、追踪和猜测已经汗牛充栋。《太子党和共青团──习近平PK李克强》(明镜出版社)一书更是做了详尽的探寻。

  为什么中共两代领导人最后选中习近平?从他的家世,从他的个性,从他的从政资历和人事渊源,甚至从他的著名歌星夫人……有了大量评述文字。这都非常必要,但还不够全面。人们很难设想,江、胡仅仅因为他父亲习仲勋当初与胡耀邦是改革开放的亲密战友,仅仅因为习近平本人的低调朴讷、少有政敌,仅仅因为党内各种利益集团、派系互不相让,便推出这一个妥协人选,将十三亿人口的大国、将八十年历史的老党,也将所有新老权贵家族的命运,一骨脑地交到他的手里。

从福建调浙江:醉翁之意不在酒

  习近平是“太子党”,是“清华帮”,早年给耿飙当秘书,有三年现役军龄,有法学博士头衔……这些条件都很重要,但是,对高层和民众来说,他的政坛轨迹更受重视。早年他在河北省正定县当县委书记只是“实习”而已,令他意想不到的收获是传言被作家柯云路作为素材原型,写成了小说《新星》,《新星》第一句话:“县积而郡,郡积而天下。郡县治,天下无不治……”似乎也应验在习近平的仕途上。  
 
  1985年他32岁时,去了福建厦门,从副市长干起,逐级提拔为宁德地委书记,省会福州市委书记、市人大常委会主任;1993年9月进入福建省委常委,1995年10月任省委副书记,1996年交卸福州市职权,到省里走马上任,随后是副省长、代省长,1999年1月当选为省长。

  干了两年多,他被中央调到浙江,2002年10月12日,在浙江省九届人大常委会第38次会议上被选为浙江省副省长、代省长。这时,正是中共十六大前夕,在浙江当省委书记的是张德江。

  习近平接替了比他整整大一轮12岁的、本乡本土的原省长柴松岳。水电出身的柴松岳,从1988年当副省长算起在浙江省级岗位干了14年,此时辞职调去当国家电力监管委员会主席。

  习近平在十六大上当选为中央委员,张德江则进了政治局。当时人们还以为张“入局”是浙江省地位暴升的标志,没有想到张德江立刻被调去广东,习近平当代省长才三个月,就升为浙江省委书记,省长一职还没有到手,就转给了比他大七岁的吕祖善。

  吕祖善是浙江杭州人,学航空机械出身,1993年起任浙江省委秘书长,一路晋升为省委常委、常务副省长、省委副书记。2003年1月在浙江省第十届人民代表大会第一次会议上当选为浙江省长。

  中央对浙江的人事安排为何如此多此一举?为何不一步到位,让习近平直接接替张德江当省委书记,让吕祖善直接取代柴松岳当省长,而要让习近平先当三个月代省长?

  有人说,这是要吸取俞正声十四大上进不了中央委员的教训,所以抢在十六大前将习近平调到浙江。此说显然并不合理:习近平在福建已经是省长,调到浙江,刚开始只能挂副省长、代省长,反而不如在福建更有入选中委的资格。

    《太子党和共青团──习近平PK李克强》一书日前由明镜出版社出版。几位作者此前合作撰写的《十七大之变》一书,准确预言了中共最高决策层新老交替的人事更迭,加强了他们在本书中所提出的各种论断的公信力和权威性。
 
  其实,中央如此不怕费事地折腾,一个直接用意,是为了给时任福建省委副书记卢展工让路,让卢进入中委。中央准备让卢展工接替习近平,但是如果不在十六大前让他在福建当上代省长,很可能被十六大代表们在选举中差额下来——毕竟,省委书记和省长是当然中委,而省委副书记就未必。当时,福建省委书记宋德福已经被诊断出患不治之症,中央对福建班子有了腹案。后来,卢展工果然进了中委,2003年1月正式当选省长,5月宋德福住院治疗后,中央明确卢负责省委日常工作,第二年4月,中央决定卢展工代理福建省委书记。

  不过,这样一来,习近平给卢展工让了位,却给浙江省委副书记、常务副省长吕祖善挡了路——吕就无法进中委了,三个月后当上浙江省长的吕祖善,在十六大上只当选为候补中央委员。

  长话短说。习近平2002年10月调到浙江,到2007年3月他去上海主政,将浙江省委书记职权交给空降来的原中组部常务副部长赵洪祝,四年半内,是他被中央选为王储的关键时期。

浙江:中国经济的头羊

  消息人士透露,习近平很早就被包括胡耀邦、赵紫阳、江泽民在内的中央高层列在重点考察、培养的接班人名单上,对他的每一次提拔、使用,都可以看出中央放手锻炼的意图。但是,是他在浙江这一段工作,令他从后备名单好几个同辈人选中超出。

  从2002年秋到2007年春,究竟浙江发生了什么,让习近平在高层眼中脱颖而出?
 
  浙江省的人口约4677万,该省经济综合竞争力在全国排名第四、第五(前三位是上海、北京和广东),2006年,全省生产总值15,649亿元,5年年均增长13.6%;人均生产总值31,684元,年均增长12.5%;地方财政收入1,298亿元,年均增长25.4%;城镇居民人均可支配收入18,265元,农村居民人均纯收入7,335元,年均分别增长10.8%和7.9%。

  浙江经济强省的优势还凸现在以下三个方面:

  一是500强民企数量浙江第一。在2007年全国500强民营企业排名中,浙江占203席,居全国第一,比江苏多100家;在浙江的百强民企排序中,超百亿元的航母也增加到14家;

  二是浙江私企投入巨资开发新产品。2007年浙江大批企业的巨额投资从固定资产转向了新产品开发,2007年私营企业投入的新产品开发资金达316亿元,涌现了近百个行业技术中心;

  三是利用现代化技术提升贸易成交量。轻纺城、义乌中国小商品城的众多专业经营户利用网络,把生意拓展到省外,跨出国门。据统计,2006年浙江市场的总成交额、出口额分别达到了8,647亿元、313亿元。浙江成为“社会主义市场经济”的成功活标本。  (未完待续)

 

全球数学界兴奋无比:以色列数学家破解路线着色问题 zz

最近,全球数学界兴奋无比----困扰科学界近40年的一道谜题,最近终于被以色列巴尔伊兰大学数学家艾夫拉汉・特雷特曼破解。他成功解决了所谓的路线着色问题。

路线着色问题是图论中最著名的猜想之一。

这个猜想认为,可以绘制一张“万能地图”,指导人们到达某一目的地,不管他们原来在什么位置。而这一似乎违反逻辑的命题可以运用于制图、计算机科学、电网络分析等诸多领域。

路线着色问题是犹太裔美国数学家和计算机专家本杰明・韦斯和他在IBM工作的同事罗伊・艾德勒于1970年首先提出来的。他们认为,如果路线的数量有限,人们应该能画出一张地图,标上不同的颜色,把人引导到某一目的地。路线着色问题可以通俗解释为,“一个人来到他从未造访过的小镇上,驾着车到处寻找他朋友的家,即使连路名都没有。朋友说,别担心,他会指示他如何到达,先向左,再向右,接着向左……”

38年来,许多杰出的数学家都致力于解决这一路线着色问题,而解决这一难题要涉及到图论、群论、矩阵论、概率论、代数学、拓扑学、数值分析等多个数学分支。然而,数学奇才特雷特曼只花了一年时间就解决了这道难题。以色列著名数学家斯图尔特・马戈利斯对美联社说,“在数学界,我们都在谈论这一美好的结果,多么美好啊,而且是那么出乎意料。用外行话来说,这是完全反直觉的,但它确实管用。”

为了与同行交流,特雷特曼于去年底在网上的一个数学文献库里贴出他的解题方法。在对特雷特曼的方法深入研究后,数学界为之震惊了,并公认他已经掌握了破解路线着色谜题的要领和诀窍。今年2月,他进一步完善了自己的解题方法。最近,世界上众多著名学术刊物编辑部得知此事后,纷纷向他约稿,但他最终决定把论文发表在即将出版的《以色列数学杂志》上。

今年63岁的特雷特曼出生在俄罗斯叶卡捷琳堡,1972年在乌拉尔州立大学获得数学博士学位,之后在乌拉尔科技大学任教。但是犹太人身份使他在工作中受到歧视和排挤。尽管特雷特曼在1992年移居以色列之前就是一位颇有造诣的数学家,但他刚到以色列时身无分文,为养家糊口他经常去教会领救济品,后来在好心人的介绍下,他成了一名值夜班的保安员,但生活仍然十分艰苦。1995年,特雷特曼被聘为巴尔伊兰大学的教员。当年把他招进巴尔伊兰大学的马戈利斯回忆说,“我第一次见到他时,他穿着守夜人的制服,不修边幅,衣服很脏。”

特雷特曼在数学上的这一成果极为令人瞩目,英国《独立报》为此事专门发表了一篇题为“身无分文的移民成了数学超级明星”的文章,给予了高度的评价。

以色列人也为特雷特曼取得的成就感到无比的骄傲。特拉维夫电视台中断了正常的节目播放,以第一时间发布了这一重大消息,连中东其他国家的主流媒体也作了大篇幅的。

得知特雷特曼解决这一难题的消息后,多年从事路线着色问题研究的加拿大数学家乔尔・弗里德曼说,“路线着色问题的解决令数学共同体非常兴奋。”读过特雷特曼论文的中国数学家和语言学家周海中教授认为,特雷特曼的数学知识非常渊博,解题方法十分巧妙,这一谜题得到破解,无疑是数学史上的一个华彩乐章。
